The Prime Minister's very notable reorientation on the United Kingdom's post-Brexit relations to the bloc this weekend was intended to signal to business, to EU officials, and to fellow EU nations, as well as his own backbenchers.

A New Approach for Dialogue

Stronger post-Brexit economic relations are now expected to be considered as through an annual process of direct negotiations rather than exclusively at the current year's formal review of the British-European agreement.

This constituted the official answer to parliamentary pressure regarding a wider-ranging renegotiation of relations that suggested rejoining the EU customs bloc.

Internal Pressure

Several backbenchers, union leaders and government figures have lent support to suggestions formalised by parliamentary moves last year that culminated in a non-binding vote.

Prioritising the Single Market

Rather than the common external tariff, his emphasis is on developing a "more integrated partnership" with the single market, which would not mean abandoning those new trade deals elsewhere.

When the UK formally left the EU in January 2021, the prevailing deal stressed liberation from EU rules over seamless commerce for UK businesses to the continent.

The ongoing reset proposes synchronising with EU rules in several sectors to promote the free flow of trade: agri-food goods, energy, and emissions trading.

Business Requests

A prominent industry organisation last month issued a detailed set of further requests in different fields to assist exporters navigate administrative barriers that has impacted the export of products.

Its own survey reported that a majority of business members agreed that the current arrangement was failing to support commercial success.

A host of further domains could, realistically, see a similar approach – convergence with internal market standards – in as a trade-off for lowering post-Brexit barriers across industry, in automotive, chemicals, or for example in VAT procedures.

European Perception

EU governments were underwhelmed by the modest aims in earlier discussions, particularly the UK dismissal of suggestions put forward by some experts regarding the effective return of British goods to the single market.

The precise arrangements on electricity and food and farm standards is still to be settled. A initiative for UK companies to be part of a major defence loan fund has stalled over the cost of the membership fee, after reservations from Paris. a non-EU country has entered the initiative.

Wider Context

The UK has reached an agreement to participate once more in a student mobility programme and to discuss a youth jobs scheme. This has paved the way for subsequent negotiations.

Some UK insiders note that the recent publication of a Washington policy paper has also changed the environment on UK ties to the EU.

The strategy said that the US would "encourage pushback" to Europe's current trajectory and applauded the "rising power" of patriotic European parties.

Among officials, there is an acknowledgement that the global landscape has evolved further.

Domestic Pressures

Domestically, the leadership also expects being outflanked on Brexit not just one opposition party, but potentially others, which is focusing on its traditional heartlands in May's elections.
